Sir,
With reference to the letter from this Department of the 15th ultimo, transmitting a copy of a letter from the Imperial Merchant Service Guild relative to the question of establishing a light on the Paracels Reefs, China Sea, I am directed by Secretary Sir E.Grey to forward to you, herewith, to be laid before the Board of Trade, a copy of a despatch from His Majesty's Minister at Peking enclosing a copy of a report on the matter made by the Coast Inspector at Shanghai to the Inspector General of Customs at Peking.
The Board will observe that the Coast Inspector
endorses their view that little advantage to navigation
would result from the establishment of the proposed light, and, subject to the concurrence of the Board, Sir E. Grey proposes to communicate a copy of the report to the Imperial Merchant Service Guild.
